The following report has been submitted by a source who has just returned from Israel and who wishes to remain anonymous.
She has graciously granted us permission to share her own insights and prayer requests with all of you this evening. In addition, our source has added several documents of interest so that we may pray in the spirit AND with understanding,
as Scripture dictates.
Thank you for partnering with us in prayer tonight over this very critical issue of the cease-fire that is now in effect between Israel and Hamas, and its implications.
For all prayer requests below, we claim this promise from the Word of God for His people:

Introduction
Well, Israel signed onto a ceasefire with Hamas, as facilitated by the Egyptian government and with the pressing hand of the Obama administration. Many Israelis felt that the military operation by Israel should have continued until Gaza was invaded and Hamas crushed. The ceasefire is seen as an uneasy one on most accounts, and as a suspicious ploy in the minds of most Israelis. Some of those, who disapproved of the agreement, being without an invasion of Gaza, have threatened to keep Bibi Netanyahu from being elected again in January. If hostilities break out again soon, it will be seen by those, who have resisted the ceasefire, as the job being done halfway by this Prime Minister. Many on the right side of the political spectrum have suggested that Bibi is a lapdog for Obama because of agreeing to this arrangement.
I don't agree. I believe he accomplished his objectives against Hamas, and the goals on behalf of the Israeli citizens, while keeping the prime objective in its proper place.
IRAN is the prime objective. These weeks of rockets flying into Israel were not about Palestinian freedom from occupation. This event was a trial run for the coming battle with Iran. Iran was testing Israel, and Israel was testing Iran's surrogates (Hamas, Hizbullah, Syria, etc.) What was our capability? What was theirs? What class of Iranian missile did Hamas have in its hands . . . did they know how to fire them accurately . . . and how far was their reach into Israel? How would the Israelis respond to a more threatening confrontation? Would the factions come together to support the wisdom of Israel's leadership? Would the citizens follow the prescribed safety protocols?
Now there is a clearer understanding regarding the strengths and the weaknesses of both parties. This hostility has smoked out the global opinions regarding Israel, and regarding Islamic terror as a whole. Those nations, who were sympathetic and supportive of Hamas . . . those, who regarded them, not as a terror organization (which they are), but rather as a legal political/military entity to be supported in this conflict, were exposed.
While our enemies were showing their hand in ways, which we might not have seen before, YHVH was showing His hand to His people in ways we haven't seen in recent years.
This event was a dress rehearsal for Iran -- a challenge, which was thrust upon Israel, and which Israel used to her advantage. Bibi Netanyahu is a brilliant chess player and strategist. His leadership, the political leadership, and the leadership of the military came together wonderfully. The Lord protected His people amazingly! Hamas was seriously injured, even though they are claiming that the ceasefire is a great victory over Israel.
(Note: It is a commanded great virtue, according to the Koran, for a Moslem to declare lies, and to create false illusions, in order to gain advantage through deception. The Islamic world is really obeying this command of the Koran in this situation, and in global diplomacy throughout the world.)

At this point, I want to share with you some concerns that are unfolding. Prayer strategies will accompany these notations.

If anyone doubts that fact, it is easy to obtain proof. Beyond the daily diatribes of Ahmadinejad and his cronies, one only has to take drive down the busy Niayesh highway near Tehran. Posted on a billboard, for all the highway traffic to see, is a huge green missile sitting on a launcher, ready to fly. (Note that green is the color of Islam.) The words on the billboard make it all too clear. It reads: "DESTINATION TEL AVIV".
The destruction of Israel is the goal . . . followed by the destruction of the infidel West, so that a global caliphate will form under the Imam Mahdi (the Islamic messiah, who will come forth as Israel is wiped off the earth). Is this merely Islamic fantasy or is it emerging anti-Christ reality? This is the substance of a serious threat and it is growing every day. Through it all, the purposes of the Lord will be served.
PRAYER REQUESTS:
--Praise the Lord that this conflict with Hamas showed Israel's strength in her God, and in His provision of protection, leadership, wisdom, etc.
--Pray that the Lord will reveal the new strategies and weaponry and preparation that Israel must put into place before the actual war with Iran begins.
--Praise the Lord for the exposure of the hearts of the nations in this Hamas/Israel battle. May Israel take note of every revelation and detail, and make plans accordingly.
--Pray that the Lord will continue to deeply HOOK the jaws of Israel's enemies. Some of the hooks became seriously embedded during these days of the Pillar of Cloud (Defense) operations.
--Pray for the timing of the Lord to bring forth this major encounter or pre-emptive strike with Iran.

Concerns About the Cease-Fire

THE CEASEFIRE WITH HAMAS is fraught with concerns
Israel is being made to stand down against any violations and attacks from Hamas. The oversight of the ceasefire is in the power of Egypt's government. Israel can only complain to Egypt about any attacks and then trust that Egypt has the power to make Hamas stop. The effective tool of targeted assassinations of terror leaders in Gaza has been removed from Israel's hands by this agreement.
That is dangerous! Israel must open the crossings, allowing movement of goods and Palestinians. This could bring terrorist bombers into Israeli cities. It could bring in a fresh supply of weapons. The USA is supposed to supply troops to the Egyptian border, and into the Sinai to help curtail the influx of smuggled weapons into Gaza. Some kind of electronic security fence is to be put into place and operated with the help of the Americans.
Is Egypt trustworthy to support these steps? Is the Moslem Brotherhood's Morsi doing the traditional Islamic lying to gain international approval and thereby more power against Israel from the global community?
There are many risks and uncertainties in this truce. Clearly this was not the time for Israel to open a multi-front war in the region, which was likely from an invasion of Gaza. Blessedly, Israel's supplies of Iron Dome rockets were not completely depleted from ongoing defensive moves against Hamas attacks.
PRAYER POINTS:
--Pray that YHVH would cover Israel's vulnerabilities regarding this truce.
--Pray that Hamas would be too busy making repairs to its infrastructure, to be launching any more rockets into Israel.
--Pray that YHVH would cause Egypt to obey Him in regard to that nation's role in this truce.
--Pray for the fear of YHVH to fall upon Morsi.
--As unrest increases in Egypt against the Moslem Brotherhood, pray that Morsi doesn't become heavy handed with Israel to show his strength to his nation.
--Pray that the anti-smuggling efforts will be very effective to shut down the Hamas supply of weapons.
--Pray that the Lord would use the USA to accomplish His will, against any ulterior motives that might be operating in the administration.
--Pray that the American troops being deployed in support of this agreement will be protected and effective.
--Pray for the Lord's perfect timing for hostilities to begin again . . . at a time when all the jaw-hooked enemies of Israel will encounter YHVH's hand personally.

The Aftermath of the Conflict

The after effects of these weeks of attacks need our prayers
There needs to be much healing in the hearts and minds of those Israelis, who have suffered repeated rockets attacks. The truth of the Hamas strategies needs to be exposed. The Palestinians fired long range missiles from near the Shifa Hospital in Gaza. Rockets were repeatedly launched from mosques, near malls, from schools, etc. All these things are major violations of international law; using human as shield for military attacks.
The media perversion by the Palestinian powers was outrageous. One man, shown holding a dead baby wrapped in a blanket, was actually a photo taken in Syria. Staged injuries, and greatly exaggerated casualties, were shown to the Islamic world and to global media, inciting outrage. These falsehoods need to be exposed completely.
Hamas has given the false report, and it has been spread throughout this Islamic world that Hamas was the winner in this conflict. This brings the head of the viper higher, and inspires more Islamic nations to arise against what they see as a weakened Israel. If this is part of YHVH's plan to bring forth a more devastating blow to Islam, then so be it. As it brings forth more anti-Semitism throughout the world, and increasing diplomatic initiatives against Israel, this is dangerous.
The truth about Israel's efforts to avoid civilian casualties needs to be brought forth. Israel dropped flyers over Gaza; telling citizens what areas to avoid before attacks. They made thousands of "warning" cell phone calls to Palestinians; giving them the opportunity to flee or to take cover before hits were made. These righteous steps taken, making these lies more painful to the Israeli . . . and so much more unfair. No army in the world fights as righteously (caring for the lives of innocents) than the Israeli army. The lies need to be replaced by the truth.
PRAYER REQUESTS:
--Pray that a great healing balm of the Holy Spirit would rain down over Israel; covering and healing the hearts, bodies, and minds of her people, following these weeks of trauma.
--Pray for an outcry to arise from the international community, as the human rights violations by Hamas are exposed.
--Pray for shame to come down on the heads of those (especially Iran and Turkey), who claim that the Israelis are war criminals and indiscriminant killers of innocent Palestinian babies. The thousands of rockets directed toward innocent Israelis don't seem to bother the global community. The Hamas rocket barrages into populated areas of Israel are actually a delight to the Islamic world.
--Pray for honest media reporters to come forth with the truth about Hamas and about the Israelis.
--Pray for Israel to remain focused and united as the days unfold.
--Pray for the resolve of the Israelis against surrendering to Islam in any form will increase. Pray for them to hold to their inheritance and to YHVH more strongly than ever before.

Preparing for the Next Round of Attacks

Israel needs to be preparing for the next round of attacks
On a couple of occasions, the IDF successfully hijacked the airwaves in Gaza, during the Operation Pillar of Cloud. These Arabic broadcasts, on Palestinian television by the Israelis, showed the people of Gaza some of the IDF successful strikes against terrorists, and encouraged the people to rise up against Hamas' control and brutality. They also showed the people what areas to avoid and when to avoid them. These bulletins were effective tools. This kind of technology needs to be expanded and improved.
At the same time, it will become important for the Israelis to evaluate how many terrorists escaped because of this mercy. They may need to re-evaluate this pre-attack warning to civilians. While the air raid sirens were most often effective in warning the Israelis of incoming attacks, some of the rockets came without warning. That needs to change. 90% of the rockets targeted by the Iron Dome defense system were taken down successfully. More Iron Dome units need to be secured, and supplied. More defensive rockets need to be acquired by Israel before the next major attack occurs. Lessons need to be learned. Strengths need to be expanded and weaknesses corrected before another major engagement.
The Israeli citizens need to understand the truth about this operation, and about the future threats; lest they forget quickly, and complain against the government for the costs incurred to protect the nation. The social justice advocates need to sit down and remain silent, now that the realities of the true challenges to Israeli life have been clearly seen. The unity of the nation must increase to surround this government with the necessary support to effectively deal with Israel's enemies.
Bomb shelters need to be resupplied and fortified. Sealed rooms need to be modified to accommodate the stronger missiles that have been sent over the past weeks. Medical supplies, military supplies, food supplies, personnel, etc. need to be readied now in anticipation of the greater threat yet to come.
Also, Israel continued to supply Gaza with water and with electricity throughout these active Hamas attacks. The humanitarian supplies continued to enter Gaza through the crossing close to the fire; endangering Israeli lives. These compassionate actions may need to be re-considered. Supplying an enemy entity with lights, heat, and essentials . . . even though this is meant to bless the innocents . . . may actually be supplying the terrorists and keeping them in control. YHVH'S WISDOM IN ALL THINGS!
PRAYER REQUESTS:
--Pray for all the necessary corrections to be made, as all the pertinent date and considerations are explored. --Pray for YHVH's mercy to lead the decisions of Israel, not humanist, unsanctified mercy.
--Pray for Israel's leaders to have the wisdom and the courage to make the necessary changes.
--Pray for the funding to come in, to make the Home Front Command changes necessary to secure the safety of the people of Israel.
--Pray for a total replacement of the Iron Dome rockets used during this conflict . . . and a complete expansion of their armament supplies.
--Pray for the preparedness of the IDF soldiers and reserves to increase, as well as their heart to engage the enemy in the key time of battle.
--Pray that this truce is not seen by the IDF or by the people of Israel as a defeat; lest they become disheartened.
--Pray for wisdom in the media writers and commentators regarding the way the government and military waged and ended this round of conflict. We need the people built up and unified . . . not discouraged and factionalized. Pray the same for the Knesset members . . . especially the opposition.
--Pray for Bibi to grow in wisdom, faith, strength, and position of authority during these days. PRAY FOR HIS RE-ELECTION IN JANUARY (22nd).
--Pray for the IAF, and the IDF, and the security forces to feel the sense of accomplishment and victory following this engagement. Pray rest and restoration for them.
--Pray for the embedded Jews (those intelligence personnel living secretly among the Palestinians), and also for the Palestinian collaborators with Israel, to continue to be concealed and even more effective in gathering intelligence for Israel. Pray that their abilities will increase, both in gathering info and in getting it into the hands of the Israelis.
--Pray that if hard decisions need to be made in the future, regarding another engagement with Hamas or any other enemy, will be made decisively with the help of YHVH.

Watch the West Bank!

Keep an eye on Judea and Samaria (West Bank) and on the Palestinian Authority's moves!
There has been an increase in Palestinian violence against the Jewish residents and military in this area, since the Hamas attacks. Sympathy with Gaza has turned some Palestinian hearts there toward increasing violence against the Jews. The sense that Israel is about to be destroyed by Islam has some Palestinians jumping on the band wagon to get a piece of the glory and victory. More suicide bombers could be coming in to keep Israel on the ropes at this time. Be vigilant in prayer!
On that point I will close this writing. Please read on to get more details of the agreement and its implication. Thank you for staying up on the wall of intercession through the Operation Pillar of Cloud and throughout all the challenging days for Israel that still are ahead.

Prime Minister Netanyahu made the following statement at the November 21 press conference with the Ministers of Foreign Affairs and Defense:
"Citizens of Israel, eight days ago, Israel embarked on Operation Pillar of Defense. The government decided to launch the operation after the frequency of the terror attacks originating from Gaza increased over the last few months. I announced that we would respond forcibly to these attacks when we see fit. I said that we would exact a heavy price from the terror organizations.
"The terror organizations assumed that we would avoid offensive action against them; they were wrong. We hit their senior commanders, we destroyed thousands of rockets which were aimed towards the South and most of those aimed towards central Israel, and we crushed Hamas' control facilities. I must say that we did this with the strong support of the leading authorities of the international community.
"In particular, I wish to thank President Obama for his resolute support for Israel's actions, for this operation and for Israel's right to defend itself. I also thank him for supporting the Iron Dome systems. I thank Secretary of State, Hillary Clinton, and express my gratitude to the Egyptians for their efforts in achieving this ceasefire.
"In a phone call I had this evening [Wednesday November 21] with President Obama, I agreed with him that we should give the cease-fire a chance in order to enable a lull in the situation and allow for the citizens of Israel to return to routine. However, Israel obviously cannot sit idly while our enemy reinforces itself with weapons of terror. Therefore we decided, President Obama and myself, that the United States and Israel would work together to fight the smuggling of weapons to the terror organizations-weapons, virtually all of which come from Iran.
"From the day the State of Israel was established, it has had to deal with complex challenges in the Middle East, and we can all see that these challenges have become even more complex in the last few years. Under these conditions we are required to navigate this ship, the State of Israel, wisely and responsibly while taking into account all considerations-military and political alike. This is what a responsible government does, and it is what we did here: we made use of our military might while applying political considerations.
"Now, I realize that there are citizens who expect a harsher military action, and we may very well need to do that. But at present, the right thing for the State of Israel is to exhaust this possibility of reaching a long-term ceasefire. As Prime Minister, I have the responsibility, and it is the highest responsibility, to make the right steps to ensure our security. That is what I have done and it is what I will continue to do.
"During the last week, Israel has lost several victims. On behalf of the entire population, I send condolences to the families, and wish the wounded a speedy recovery. I would like to thank my colleagues, Defense Minister Ehud Barak and Foreign Minister Avigdor Liberman. We worked together as a team, in full agreement. I also thank the nine-member Ministerial Forum, the cabinet and the government, for working-each in its field of responsibility-for the citizens of Israel. I also appreciate the factions of the opposition and the factions in Knesset for standing with us and proclaiming their support.
I thank the Chief of Staff, Lieutenant General Benny Gantz, the Chief of Shin Bet, Yoram Cohen, the Director of the Mossad, Tamir Pardo, and all of their people for their exceptional efforts in reaching our accomplishments in Pillar of Defense. On behalf of the people of Israel, I thank the IDF commanders and soldiers, the pilots, the Iron Dome operators and developers, the members of the intelligence services, all the members of the security services and to the reservists, who left their families and immediately signed up for duty.

Here is the text of the cease-fire agreement between Israel and Palestinians in Gaza. The text was distributed at the news conference in Cairo with Secretary of State Hillary Clinton and Egyptian Foreign Minister Mohamed Amr.
Understanding Regarding Ceasefire in Gaza Strip
1. a. Israel should stop all hostilities in the Gaza Strip land, sea and air including incursions and targeting of individuals.
b. All Palestinian factions shall stop all hostilities from the Gaza Strip against Israel including rocket attacks and all attacks along the border.
c. Opening the crossings and facilitating the movements of people and transfer of goods and refraining from restricting residents' free movements and targeting residents in border areas and procedures of implementation shall be dealt with after 24 hours from the start of the ceasefire.
d. Other matters as may be requested shall be addressed.
2. Implementation Mechanism:
a. Setting up the zero hour for the ceasefire understanding to enter into effect.
b. Egypt shall receive assurances from each party that the party commits to what was agreed upon.
c. Each party shall commit itself not to perform any acts that would breach this understanding. In case of any observations Egypt as the sponsor of this understanding shall be informed to follow up.

Commentary Looking At The Text Of The Ceasefire Understanding - Just The Facts

I want to take this opportunity to review the actual text of the Ceasefire Understanding announced yesterday in Cairo and leave speculation as to the efficacy of alternatives to PM Netanyahu's decision to accept this understanding to other commentators for today.
I do this because it is vitally important to understand what is in fact written and not written in the text.
#1. The obligation of each party not to engage in "hostilities" is not linked to the compliance of the other party.
#2. In point of fact, the agreement explicitly and specifically prohibits Israel from the "targeting of individuals" - so that Israel cannot dispatch to Paradise a specific terrorist either before, during or after they have engaged in an activity against Israel.
#3. The only relief available to a party in the event that the other party violates the understanding is to inform Egypt of the violation, with Egypt following up on the violation.
#4. While the understanding places no restriction on the importation or local manufacture of weapons in the Gaza Strip, it prohibits any Israeli activity inside the Gaza Strip against this activity. (Take note: Prime Minister Netanyahu said last night that "the United States and Israel would work together to fight the smuggling of weapons to the terror organizations". Mr. Netanyahu did not mention Egypt and in the case of the Americans, this relates only to the smuggling of weapons - not their manufacture in the Gaza Strip).
I want to make it clear that I am not speculating if Israel will opt to violate the understanding and return fire. I am also not going to speculate if Israel will opt to violate the understanding and demolish weapons manufacturing and storage facilities. My point is only that such activities are not sanctioned by the understanding.
Which brings us to a disturbing element of the entire concept:
Israel's peace treaty with Egypt is one of the most critical strategic assets that Israel has.
Egypt is both the official sponsor of this understanding and, as already mentioned above, the party assigned the responsibility to follow up on violations of the understanding.
>From this point onwards, every decision Israel makes regarding the Gaza Strip will have to give considerable weight to the possible impact of that decision on the future of the Jewish State's relations with Egypt.
I will leave for others to speculate if Hamas has been deterred or if, instead, they will exploit this understanding to prepare in earnest for the next round of conflict.
I will also leave for others to speculate if Israel will opt to exercise its fundamental sovereign right to defend itself.
I will only reiterate that the text of the understanding that Israel accepted last night has no provision for Israel to do anything beyond informing Egypt in the event of Palestinian violations and that there is absolutely no restriction of any kind on Palestinian military preparations.

1. PALESTINIAN UN BID EXPECTED ON THURSDAY, NOV. 29, 2012
Palestinian Authority President Mahmoud Abbas seeks to present a resolution to the UN General Assembly for Palestine to become a non-member observer state. The bid might be successful, looking at the majorities in the General Assembly and no veto's possible. The possible consequences would be extensive, as they reach from a division of Jerusalem, more money for the Palestinian authority to "1967-boarders" and so on. All this would be without negotiations with Israel, which constitutes a breach of the Oslo agreements. After a just reached ceasefire between Israel and Hamas, this is a very dangerous move. 2. UN HYPOCRISY EXPOSED
UN IGNORED ISRAEL'S REPEATED PLEAS TO ACT AGAINST HAMAS ROCKETS,
THEN RUSHED TO STOP ISRAEL'S SELF-DEFENSE
GENEVA, Nov. 22 -- Although this past week saw UN agencies and high officials rushing to intervene the moment Israel began to defend its civilian population from hundreds of Hamas rocket attacks, letters published by UN Watch show that the same UN actors repeatedly turned a blind eye while Israel pleaded for action.
Russian ambassador Vitaly Churkin, who for nearly two years now has blocked any UN Security Council action to stop the Syrian regime of Bashar al-Assad from murdering more than 30,000 of his own people, lashed out this week at "procrastination on Gaza." In reality, it has been the procrastination, indifference and inaction of Russia and its Security Council allies that gave Hamas the green light to bomb Israeli civilians, finally prompting Israel's belated response.
On at least 20 separate occasions this year, the Israeli government turned to the UN concerning Palestinian rocket attacks, in identical letters sent to Secretary-General Ban Ki-moon and the Security Council.
Israel urged the United Nations to act, and, at a minimum, to speak out and condemn the attacks. "Inaction today could help ignite an escalation of conflict tomorrow," Israel warned, while exercising astonishing measures of restraint that no country facing a similar onslaught of rockets has ever shown. Yet we are unaware of any UN action taken in response.
The letters constitute an important legal record that refute myths propagated by UN figures like Judge Richard Goldstone, author of the notorious 2009 report (which he later retracted) that excoriated Israel and exonerated Hamas. From an interview that year: Israel TV's Yaacov Ahimeir: "Maybe this is one reason why the Israeli government decided not to cooperate with your commission: your commission, Mr. Goldstone, was established only after the Israeli military operation, which was a reprisal act, and not after seven or eight years of Palestinian shelling of innocent civilians in Israel." - Heavenly Father, it is truly mind boggling how these hypocrisies continue to spew forth. At least 20 times this year alone Israel sought assistance from the UN about the rockets and missiles being fired by Hamas into Israel against its citizens. Their requests were essentially ignored. Once the situation got to a point where action had to be taken by Israel, suddenly UN Security Council members 'awakened' and started pressuring Israel, rather than Hamas from Gaza. Mosab Hassan Yousef, the son of one of the founders of the Hamas terrorist organization and author of the book "Son of Hamas," said Friday that Israel made a mistake by agreeing to a ceasefire with Gaza's terrorist rulers. Yousef has spent a number of years abroad following a decade in which he risked his life working undercover as an agent for the Israel Security Agency (Shin Bet). Palestinian Authority President Mahmoud Abbas seeks to present a resolution to the UN General Assembly for Palestine to become a non-member observer state. The bid might be successful, looking at the majorities in the General Assembly and no veto's possible. The possible consequences would be extensive, as they reach from a division of Jerusalem, more money for the Palestinian authority to "1967-boarders" and so on. All this would be without negotiations with Israel, which constitutes a breach of the Oslo agreements. After a just reached ceasefire between Israel and Hamas, this is a very dangerous move. GENEVA, Nov. 22 -- Although this past week saw UN agencies and high officials rushing to intervene the moment Israel began to defend its civilian population from hundreds of Hamas rocket attacks, letters published by UN Watch show that the same UN actors repeatedly turned a blind eye while Israel pleaded for action.
Russian ambassador Vitaly Churkin, who for nearly two years now has blocked any UN Security Council action to stop the Syrian regime of Bashar al-Assad from murdering more than 30,000 of his own people, lashed out this week at "procrastination on Gaza." In reality, it has been the procrastination, indifference and inaction of Russia and its Security Council allies that gave Hamas the green light to bomb Israeli civilians, finally prompting Israel's belated response.
On at least 20 separate occasions this year, the Israeli government turned to the UN concerning Palestinian rocket attacks, in identical letters sent to Secretary-General Ban Ki-moon and the Security Council.
Israel urged the United Nations to act, and, at a minimum, to speak out and condemn the attacks. "Inaction today could help ignite an escalation of conflict tomorrow," Israel warned, while exercising astonishing measures of restraint that no country facing a similar onslaught of rockets has ever shown. Yet we are unaware of any UN action taken in response.
The letters constitute an important legal record that refute myths propagated by UN figures like Judge Richard Goldstone, author of the notorious 2009 report (which he later retracted) that excoriated Israel and exonerated Hamas. From an interview that year: Israel TV's Yaacov Ahimeir: "Maybe this is one reason why the Israeli government decided not to cooperate with your commission: your commission, Mr. Goldstone, was established only after the Israeli military operation, which was a reprisal act, and not after seven or eight years of Palestinian shelling of innocent civilians in Israel." A bipartisan bill in the House would expand the religious exemption to the insurance mandate in Obamacare, allowing those with a religious objection to absolve themselves of the mandate's health insurance requirement with an affidavit. Introduced by Rep. Judy Biggert (R-Ill.), the bill has drawn co-sponsors from both sides of the political aisle, including Reps. Barney Frank (D-Mass.) and Todd Akin (R-Mo.) Ron Paul (R-Texas), and Barbara Lee (D-Calif.). 4. SUPREME COURT ORDERS NEW LOOK AT LIBERTY UNIVERSITY'S OBAMACARE CASE
The Supreme Court has revived a Christian college's challenge to President Barack Obama's healthcare overhaul. The court on Monday ordered the federal appeals court in Richmond, Va., to consider the claim by Liberty University in Lynchburg, Va., that Obama's health care law violates the school's religious freedoms.
A federal district judge rejected Liberty's claims, and the 4th U.S. Circuit Court of Appeals ruled that the lawsuit was premature and never dealt with the substance of the school's arguments. The Supreme Court upheld the health care law in June. The justices used lawsuits filed by 26 states and the National Federation of Independent Business to uphold the health care law by a 5-4 vote, then rejected all other pending appeals, including Liberty's.
The school made a new filing with the court over the summer to argue that its claims should be fully evaluated in light of the high court decision. The administration said it did not oppose Liberty's request.
Liberty is challenging both the requirement that most individuals obtain health insurance or pay a penalty, and a separate provision requiring many employers to offer health insurance to their workers. 5. FFRF SUES IRS FOR FAILURE TO PROSECUTE CHURCHES, CHRISTIAN GROUPS
The Freedom From Religion Foundation (FFRF) has turned its attack on one of its long-time allies, announcing that it is suing the federal government over the failure of the Internal Revenue Service to bar churches and Christian organizations from involvement in the political process.
According to the FFRF, its lawsuit, filed November 14 in a Madison, Wisconsin, U.S. District Court, "argues that the IRS is not enforcing the federal tax code, which prohibits tax-exempt religious organizations from electioneering." The FFRF insists that the IRS' lack of enforcement "is a violation of the establishment clause of the First Amendment and a violation of equal protection rights because the same preferential treatment is not provided to other tax-exempt organizations" - such as the FFRF. The group complained that churches and other Christian groups have taken to "blatantly and deliberately flaunting the electioneering restrictions" set up by the IRS back in the 1950s. He made the announcement Saturday to the New York Daily News, and no short list of names has emerged as a possible replacement in the Republican-controlled House. However, Alabama Rep. Nearly 100 House Republicans on Monday called on President Obama not to nominate Susan Rice as Secretary of State.
In a letter to Obama, the Republicans said the credibility of the U.S. ambassador to the United Nations has been gravely wounded by her account of the September 11 attack on the U.S. Consulate in Benghazi, Libya.
"Though Ambassador Rice has been our Representative to the U.N., we believe her misleading statements over the days and weeks following the attack on our embassy in Libya that led to the deaths of Ambassador Stevens and three other Americans caused irreparable damage to her credibility both at home and around the world," Republicans wrote in their letter, which was led by Rep. Patrick Leahy, the influential Democratic chairman of the Senate Judiciary Committee, has dramatically reshaped his legislation in response to law enforcement concerns, according to three individuals who have been negotiating with Leahy's staff over the changes. Leahy's rewritten bill would allow more than 22 agencies - including the Securities and Exchange Commission and the Federal Communications Commission - to access Americans' e-mail, Google Docs files, Facebook wall posts, and Twitter direct messages without a search warrant. Liberty is challenging both the requirement that most individuals obtain health insurance or pay a penalty, and a separate provision requiring many employers to offer health insurance to their workers. The appeals court could ask the government and the college for new legal briefs to assess the effect of the Supreme Court ruling on Liberty's claims before rendering a decision. Liberty's case joins dozens of other pending lawsuits over health reform, many involving the requirement that employer insurance plans cover contraception, which are working their way through the federal court system. 5. FFRF SUES IRS FOR FAILURE TO PROSECUTE CHURCHES, CHRISTIAN GROUPS
The Freedom From Religion Foundation (FFRF) has turned its attack on one of its long-time allies, announcing that it is suing the federal government over the failure of the Internal Revenue Service to bar churches and Christian organizations from involvement in the political process.
According to the FFRF, its lawsuit, filed November 14 in a Madison, Wisconsin, U.S. District Court, "argues that the IRS is not enforcing the federal tax code, which prohibits tax-exempt religious organizations from electioneering." The FFRF insists that the IRS' lack of enforcement "is a violation of the establishment clause of the First Amendment and a violation of equal protection rights because the same preferential treatment is not provided to other tax-exempt organizations" - such as the FFRF. The group complained that churches and other Christian groups have taken to "blatantly and deliberately flaunting the electioneering restrictions" set up by the IRS back in the 1950s. 6. REP. JESSE JACKSON, JR., RESIGNS FROM CONGRESS
Rep. Jesse Jackson Jr. (D-Ill.) submitted a letter announcing his resignation from Congress to Speaker John Boehner (R-Ohio) on Wednesday, according to a Boehner aide. Jackson's resignation comes amid reports that he is being investigated by the Justice Department for allegedly misusing campaign donations to redecorate his home. Reports earlier this month said Jackson was negotiating a plea deal with federal investigators that would require him to resign from Congress, citing health reasons, and repay the campaign funds. 7. REP. KING STEPS DOWN AS HOUSE HOMELAND SECURITY CHAIRMAN
Republican Rep. Peter King has officially announced he will step down as chairman of the House Committee on Homeland Security. The New York congressman must resign because of party rules that limit committee chairmanships to six years, and King has already had a one-year extension that he is now finishing.
He made the announcement Saturday to the New York Daily News, and no short list of names has emerged as a possible replacement in the Republican-controlled House. However, Alabama Rep. Mike Rogers, chairman of the Homeland Security Subcommittee on Transportation Security, has been mentioned as a potential replacement. (Fox News) Read more.

8. 100 REPUBLICANS SIGN LETTER; OPPOSE SUSAN RICE TO REPLACE HILLARY CLINTON
Nearly 100 House Republicans on Monday called on President Obama not to nominate Susan Rice as Secretary of State.
In a letter to Obama, the Republicans said the credibility of the U.S. ambassador to the United Nations has been gravely wounded by her account of the September 11 attack on the U.S. Consulate in Benghazi, Libya.
"Though Ambassador Rice has been our Representative to the U.N., we believe her misleading statements over the days and weeks following the attack on our embassy in Libya that led to the deaths of Ambassador Stevens and three other Americans caused irreparable damage to her credibility both at home and around the world," Republicans wrote in their letter, which was led by Rep. Jeff Duncan (R-S.C.) and sent to Obama Monday.
The letter says Rice "propagated a falsehood" that the attacks were a spontaneous response to a video that depicted the Prophet Muhammed. The administration then said more than a week later that terrorism may have played a role. (The Hill) Read more.

This Presidential Memorandum transmits the National Insider Threat Policy and Minimum Standards for Executive Branch Insider Threat Programs (Minimum Standards) to provide direction and guidance to promote the development of effective insider threat programs within departments and agencies to deter, detect, and mitigate actions by employees who may represent a threat to national security. These threats encompass potential espionage, violent acts against the Government or the Nation, and unauthorized disclosure of classified information, including the vast amounts of classified data available on interconnected United States Government computer networks and systems.
The Minimum Standards provide departments and agencies with the minimum elements necessary to establish effective insider threat programs. These elements include the capability to gather, integrate, and centrally analyze and respond to key threat-related information; monitor employee use of classified networks; provide the workforce with insider threat awareness training; and protect the civil liberties and privacy of all personnel. The resulting insider threat capabilities will strengthen the protection of classified information across the executive branch and reinforce our defenses against both adversaries and insiders who misuse their access and endanger our national security.

10. DEMOCRAT BILL LETS FEDS READ YOUR EMAIL
A Senate proposal touted as protecting Americans' e-mail privacy has been quietly rewritten, giving government agencies more surveillance power than they possess under current law, CNET has learned.
Patrick Leahy, the influential Democratic chairman of the Senate Judiciary Committee, has dramatically reshaped his legislation in response to law enforcement concerns, according to three individuals who have been negotiating with Leahy's staff over the changes. A vote on his bill, which now authorizes warrantless access to Americans' e-mail, is scheduled for next week. (November 28 or 29)
Leahy's rewritten bill would allow more than 22 agencies - including the Securities and Exchange Commission and the Federal Communications Commission - to access Americans' e-mail, Google Docs files, Facebook wall posts, and Twitter direct messages without a search warrant. It also would give the FBI and Homeland Security more authority, in some circumstances, to gain full access to Internet accounts without notifying either the owner or a judge. (CNet) Read more.
