Trump Administration Expands Pro-Life Mexico City Policy

Trump Administration Expands Policy Ensuring No Taxpayer Funding for Overseas Abortions


Yesterday was an historic day for the Pro-Life movement, when President Trump signed an order rescinding $9 billion that had been used by abortion clinics overseas as they took advantage of loopholes in our current law in order to keep operating.

1. Family Research Council Praises Trump Administration for Expanding Pro-Life Mexico City Policy - Family Research Council

WASHINGTON, D.C. -- The Trump administration's State Department today issued an expanded layer of protection in the Mexico City Policy preventing subcontractors from using American taxpayer dollars to perform or promote abortions overseas.

In January 2017, President Trump reinstated and expanded the pro-life taxpayer protections of the Mexico City Policy to include global health dollars, so that it would apply to nearly nine billion dollars in U.S. taxpayer funds to foreign non-governmental organizations. The policy ensures U.S. funds continue to go to health care, humanitarian relief, and even family planning; it only blocks funding to those groups that perform or promote abortion.

Family Research Council President Tony Perkins commented:

"The abortion industry is well known for relentlessly pursuing taxpayer dollars -- and will exploit any opportunity to grab US taxpayer funds. Thankfully, President Trump and Secretary Pompeo are just as relentless in working to ensure taxpayers aren't forced into a partnership with the abortion industry overseas.

"From day one, the Trump administration has set to work to build a wall between taxpayers and international abortion-on-demand. This president has gone beyond stopping the pro-abortion policies of Barack Obama. He is restoring and even expanding the pro-life policies of Ronald Reagan.

"Family Research Council and the pro-life movement will continue to work with President Trump and Secretary of State Mike Pompeo in bringing about a culture of life in which every child is welcomed into this world and protected under our laws, both here and abroad."


2. No Taxpayer Dollars for Abortions - Liberty Counsel

Secretary of State Pompeo announced today that the U.S. State Department will enforce, to the broadest extent possible, regulations under the Protecting Life in Global Health Assistance program that protects U.S. foreign aid funding from being used to pay for or promote abortion overseas. While the State Department will continue to refuse to provide assistance to foreign nongovernmental organizations that "perform or actively promote abortion as a method of family planning," the State Department will also refuse to provide assistance to foreign nongovernmental organizations that give to other foreign groups in the global abortion industry.

"American taxpayer dollars will not be used to underwrite abortions," said Pompeo.

Within a week of taking office on January 23, 2017, President Trump reinstated and expanded the Mexico City Policy, now called the Protecting Life in Global Health Assistance, which bans U.S. funding for abortions overseas. The expanded policy prohibits $9 billion in U.S. taxpayer money from funding foreign organizations that perform or actively promote abortion as a method of family planning.

The pro-life policy applies global health assistance funding for international health programs, such as those for HIV/AIDS, maternal and child health, malaria, global health security, and family planning and reproductive health, but not for abortion.(Read more here)


3. Pompeo Offers Export Analysis on Abortion - Family Research Council

Most people's idea of humanitarianism isn't killing. And yet, there's an entire group of liberals in this country who think the most neighborly thing the United States can do is show up in other countries armed with free abortions. Under Barack Obama, "global aid" wasn't about feeding families or helping the sick. It was about funding an international war on children in the womb. Now, thanks to Donald Trump, America's days of exporting abortion are over. Unfortunately, the fight to circumvent that policy is not. 

When President Trump expanded the Mexico City Policy -- excluding abortion from almost $9 billion of aid -- groups like International Planned Parenthood panicked. After all, they'd spent eight years lapping up the pool of taxpayer money that Barack Obama made available. They'd gotten used to Congress paying for organizations like theirs to take the culture of death on the road. Desperate to keep their international killing machine afloat, the abortion industry got an idea. They'd sign the government certification promising not to promote overseas abortion, only to turn around and pass that money onto subcontractors or other groups who weren't bound by the same rules.
Today, Secretary Mike Pompeo had a message for those groups: nice try. Shortly after a meeting with a small group of pro-life leaders, which I attended, Secretary Pompeo held a press conference to announce that the days of cheating the president's system are over. From now on, everyone is subject to the same rules. The loophole that the abortion industry has been exploiting is officially closed. "Two years into our administration," Pompeo told reporters, "the vast majority of partners have agreed to comply with the policy, and they continue to work with us. This administration has shown that we can continue to meet our critical global health goals -- including providing health care for women while refusing to subsidize the killing of unborn babies."

As before, he explained, "We'll continue to refuse to provide assistance to foreign [non-governmental organizations] NGOs who perform or actively promote abortion as a method of family planning. Now, as a result of my decision today, we are also making clear: we will refuse to provide assistance to foreign NGOs that give financial support to other foreign groups in the global abortion industry. We will enforce a strict prohibition on backdoor funding schemes and end-runs around our policy." What's more, he went on, the State Department has a warning for NGOs trying to advocate for abortion behind the administration's back: it won't work. "We are fully enforcing federal law prohibiting U.S. funds -- including foreign assistance -- to lobby for or against abortion." (Read more)


4. THE PRO-LIFE AGENDA: SECRETARY POMPEO'S BOLD LEADERSHIP - The White House

PRESIDENT TRUMP'S PRO-LIFE VISION: SECRETARY POMPEO DELIVERS - President Trump reinstated and expanded the pro-life Mexico City policy in January 2017 to ensure no U.S. taxpayer money for global "health" can be provided to foreign NGOs engaged in abortion.

- In May 2017, State, under prior leadership, announced a plan called "Protecting Life in Global Health Assistance" (PLGHA), with a limited vision of implementation.

Secretary of State Mike Pompeo, a strong pro-life advocate, is now following through on President Trump's mandate by ensuring the Mexico City Policy is enforced to the broadest extent possible.

> The U.S. State Department will refuse to work with any foreign NGO engaged in the abortion business. > The U.S. State Department will also refuse to fund foreign NGOs that give money to other foreign NGOs engaged in the international abortion industry.

- Money is fungible; no longer will the State Department turn a blind eye to foreign NGOs that take U.S. money and provide funding to other foreign NGOs that perform or promote abortion.

- As Secretary Pompeo said, "This Administration has shown that we can continue to meet our global health goals while refusing to subsidize the killing of unborn babies."

THE MEXICO CITY POLICY: AN IMPORTANT VICTORY FOR HUMAN DIGNITY

- Reagan's 1984 Mexico City Policy was a watershed for the pro-life movement.

> The Policy decreed that taxpayer money for family-planning programs would be "based on respect for human life, enhancement of human dignity, and strengthening of the family."

> No longer would U.S. taxpayer monies fund NGOs that performed or actively promoted abortion as a method of family planning.

> Reagan recognized that human beings aren't the problem; bad economic policies that limit human potential are the issue.

1. Hamas: Iran Was Behind Rocket Attack on Central Israel - United with Israel

A senior Hamas official reportedly has implicated Iran as the force behind the rocket attack into central Israel on Monday morning. In that rocket attack from the Gaza Strip on the Israeli community of Mishmeret, seven people were hurt.

The Israel Hayom daily cites the senior Hamas figure as saying that Iran wanted such an attack to take place in order to hurt Prime Minister Benjamin Netanyahu in his campaign for the April 9 Knesset election.

Tehran allegedly "went over the heads" of the leadership of Hamas, which rules the Gaza Strip, and ordered an Islamic Jihad cell to carry out the attack. "In Gaza, it is believed that Israel won't launch a major operation in Gaza two weeks before the elections," the official said, according to the report.

2. Israeli air raids resume, Gaza rockets fired at Ashkelon as calm disintegrates - Times of Israel

The Israeli Air Force launched renewed strikes in the Gaza Strip on Tuesday night and early Wednesday in response to rocket attacks, amid growing concerns of war in the coastal enclave.

Shortly after the start of the Israeli bombing raids, a rocket was fired from Gaza at an industrial park south of the city of Ashkelon, the army said.

A spokesperson for the city said the rocket had been intercepted by the Iron Dome missile defense system west of Ashkelon. No injuries or damage were reported.

3. Hamas has developed a vast arsenal in blockaded Gaza - YNET News

The rocket fired from the Gaza Strip on Monday was one of the most powerful launched ever by Gaza militants, flying nearly 120 kilometers (70 miles) before it slammed into a house in central Israel, wounding seven people.

Over more than a decade, the Islamic militant Hamas group has built up a large arsenal of rockets and missiles. It started with crude short-range projectiles and now possesses rockets that can strike virtually anywhere in Israel.

Hamas seized control of Gaza in 2007, prompting Israel and Egypt to impose a blockade on the territory, largely to prevent the militants from amassing more weapons. But the blockade and three wars with Israel -- the most recent in 2014 -- failed to prevent Hamas from expanding its arsenal.

4. WATCH: IDF prepares for war with Hamas, calls up reserves - United with Israel 

Prime Minister and Defense Minister Benjamin Netanyahu held a security consultation and assessment Tuesday afternoon with IDF Chief-of-Staff Lt.-Gen. Aviv Kochavi, Israel Security Agency Director Yoram Cohen, National Security Council Director Meir Ben-Shabbat and senior IDF and security establishment commanders and officials, who approved the mobilization of additional reserves in light of the escalation at the Israel-Gaza border.

5. IDF Soldiers on High Alert After Continued Rocket Fire - Breaking Israel News

After a heated night along the Gazan border with at least 30 rockets fired from Gaza towards Israel, there is a day of calm. While Hamas announced that there was an Egyptian-brokered ceasefire with Israel, Israel's Foreign Minister, Israel Katz, denied that there was a ceasefire and the Israeli Defense Forces remain on high alert. 

Since Monday, Hamas terrorists have launched dozens of rockets into Southern and Central Israel, destroying a home north of Tel Aviv and injuring seven. Bomb shelters have been opened across Israel and the IDF has responded with hundreds of targeted attacks against Hamas infrastructure in the Gaza Strip. 

According to Israeli Prime Minister Benjamin Netanyahu, who returned from the United States today to meet with the security cabinet and discuss the next steps, the IDF's "very, very forceful" response is intended to deter Hamas, showing that "we'll not hesitate to go in and take all necessary steps - regardless of anything, any date, other than Israel's security needs."

6. Israel warns Hamas against further attacks - World Israel News 

Israel's U.N. ambassador is warning Gaza's Hamas rulers that if attacks against Israel continue, the terrorist group will face the "might" of the Israeli military and "be buried in the tunnels of Gaza."

Danny Danon told the U.N. Security Council on Tuesday that Hamas committed a "heinous crime against Israel, a deliberate and direct act of terror against our people" when it fired a rocket Mondaythat hit a home in central Israel, wounding seven people.

The IDF responded with retaliatory airstrikes across Gaza and Palestinian terrorists fired a barrage of rockets at Israel's south before an Egyptian-brokered ceasefire appeared to take hold early Tuesday. Despite the supposed ceasefire, a rocket from Gaza exploded in an open field in the South Tuesday evening.

7. After US recognition, Syria requests UN Security Council meeting on Golan- Times of Israel 

UNITED NATIONS - Syria asked the United Nations Security Council on Tuesday to hold an urgent meeting on the US decision to recognize the Golan Heights as Israeli territory.

US President Donald Trump signed a proclamation Monday in which the United States recognized Israel's control of the strategic plateau, despite UN resolutions that call for Israel's withdrawal from the Golan.

In a letter seen by AFP, the Syrian mission to the United Nations asked the council presidency, held by France, to schedule an urgent meeting to "discuss the situation in the occupied Syrian Golan and the recent flagrant violation of the relevant Security Council's resolution by a permanent member-state." 

The French presidency did not immediately schedule the meeting and diplomats said there would be a discussion at the council about the request.

1. Pentagon Green Lights $1B for Trump Border Wall - CBN News

Acting Defense Secretary Patrick Shanahan notified Congress Monday that the Pentagon has authorized $1 billion to build 57 miles of "pedestrian fencing" along the US-Mexico border. According to the statement, the fencing will be 18 feet high and will be erected within the Yuma and El Paso Sectors of the border. The funds will also go towards "constructing and improving roads, and installing lighting."

The Pentagon's statement says section 284 "gives the Department of Defense the authority to construct roads and fences and to install lighting to block drug-smuggling corridors across international boundaries of the United States in support of counter-narcotic activities of Federal law enforcement agencies." (Read more)

2. Republicans beat back House attempt to override Trump's border wall veto- Washington Examiner

House Democrats on Tuesday failed to garner the votes needed to override Trump's veto of a bill blocking his emergency border wall funding. The veto override measure will not be taken up in the Senate.

Only a handful of Republicans crossed the aisle to vote with Democrats on the 248-181 vote. That deprived the measure of the two-thirds majority needed to revoke Trump's February emergency declaration that authorized him to move $3.6 billion in military funds to a southern border wall project.

The defeat, which was widely anticipated, kills the effort in Congress to block Trump's wall funding, but numerous court challenges to the declaration are now pending and could ultimately stop the president. (Read more)

3. Trump says GOP will be 'party of health care' after DOJ escalates ObamaCare fight - The Hill

President Trump said Tuesday that the GOP will become "the party of health care" a day after the Justice Department announced it is siding with a district court ruling that found the Affordable Care Act unconstitutional.

"Let me just tell you exactly what my message is: The Republican Party will soon be known as the party of health care. You watch," Trump told reporters as he visited the Capitol to meet with GOP senators. The president's remarks came a day after the Justice Department ramped up its legal battle with former President Obama's signature law.

The department previously argued in court that the law's pre-existing condition protections should be struck down. Now, the Trump administration argues the entire law should be invalidated. U.S. District Judge Reed O'Connor ruled in December that the Affordable Care Act's individual mandate is unconstitutional and that the rest of law is therefore invalid. (Read more)

4. Trump-picked 9th Circuit judge clears last hurdle to confirmation, with more nominees in pipeline - Fox News

Another of President Trump's nominees to the San Francisco-based 9th Circuit Court of Appeals cleared a key procedural hurdle in the Senate on Monday, as the White House continues its push to transform the key left-leaning appellate court that the president repeatedly has derided as hopelessly biased and "disgraceful."

By a 77-20 vote, the Senate invoked cloture to end debate on Trump's nomination of Arizona-based Magistrate Judge Bridget Bade, a former clerk to conservative 5th Circuit Judge Edith Jones. Bade is slated to replace Bill Clinton-nominated Judge Barry Silverman, who has been on senior status since late 2016 -- effectively judicial semi-retirement.

Bade was one of 51 judicial nominees the White House renominated earlier this year after the Senate failed to take action on them during the previous congressional session. Still waiting in the wings were Trump's other conservative 9th Circuit nominees: Daniel P. Collins, a former clerk to the late Justice Antonin Scalia; Daniel A. Bress, also a former Scalia clerk; and former George W. Bush administration official Kenneth Lee. (Read more)

5. WSJ: Time for Obama Admin to Account for 'Historic Abuse of Government Surveillance Powers' - Breitbart 

Wall Street Journal assistant editor James Freeman and Sen. Rand Paul are on the same page: the Mueller report confirms it is now time for the Obama administration to account for its flagrant abuse of the surveillance powers of the federal government.

Freeman observed Monday the report confirms it is former President Barack Obama who "owes the country an explanation" for his administration's "historic abuse of government surveillance powers." The Mueller report confirms that the Obama administration, without evidence, turned the surveillance powers of the federal government against the presidential campaign of the party out of power. 

This historic abuse of executive authority was either approved by President Barack Obama or it was not. "The absolute bare minimum that Mr. Obama owes this country is an explanation of the actions of his government in spying on a presidential campaign." (Read more)

6. FBI clashed with DOJ over potential 'bias' of source for surveillance warrant: McCabe-Page texts - Fox News 

Just nine days before the FBI applied for a Foreign Intelligence Surveillance Act (FISA) warrant to surveil a top Trump campaign aide, bureau officials were battling with a senior Justice Department official who had "continued concerns" about the "possible bias" of a source pivotal to the application, according to internal text messages obtained by Fox News.

The 2016 messages, sent between former FBI lawyer Lisa Page and then-FBI Deputy Director Andrew McCabe, also reveal that bureau brass circulated at least two anti-Trump blog articles, including a Lawfare blog post sent shortly after Election Day that called Trump possibly "among the major threats to the security of the country."

But perhaps the most significant Page-McCabe communications made plain the DOJ's worries that the FISA application to surveil Trump aide Carter Page was based on a potentially biased source -- and underscored the FBI's desire to press on. In its warrant application, the FBI assured the FISA court on numerous occasions that other sources independently corroborated Steele's claims but did not clearly state that Steele worked for a firm hired by Hillary Clinton's campaign. (Read more)

7. McCabe-Page texts reveal high-level intel meeting after 2016 election - Fox News

Newly obtained text messages between former Acting FBI Director Andrew McCabe and bureau lawyer Lisa Page reveal a high-level meeting among senior intelligence officials was held weeks before President Trump's inauguration - during a critical period for the Russia probe.

In a Dec. 12, 2016, text reviewed by Fox News, Page wrote to McCabe: "Btw, [Director of National Intelligence James] Clapper told Pete that he was meeting with [CIA Director John] Brennan and Cohen for dinner tonight. Just FYSA [for your situational awareness]."

Donald Trump had scored a stunning upset victory a month earlier; Flynn, around this time, was having conversations with Russia's U.S. ambassador that caught the attention of the feds; the FBI had recently started surveillance on Trump adviser Carter Page; The New York Times was about to publish a lengthy report on Russia's U.S. election interference; and then-FBI Director James Comey and others would soon brief Trump on allegations against him in the so-called Steele dossier. (Read more)

8. Report: Michael Flynn Amasses Huge $5 Million Legal Bill - Breitbart

Lt. Gen. Michael Flynn, who pleaded guilty in December 2017 to making false statements to the FBI regarding his contact with Russian officials and business dealings with Turkey, is facing millions in legal bills, according to a report.

The revelation, by a source close to the former Defense Intelligence Agency director, came only hours after Attorney General William Barr informed Congress that Mueller found no prosecutable evidence of anyone in Trump's 2016 presidential campaign - including Flynn - colluding with Russian agents.

Flynn has in part relied on the Michael T. Flynn Legal Defense Fund, established by family and friends of the retired army man, to help cover his mounting legal bills.(Read more)

9. The Left After Mueller Report: Nine Trump-Related Investigations Will Continue Unabated - Breitbart 

Attorney General William Barr announced the findings of Special Counsel Robert Mueller's investigation into Russian interference in the 2016 election on Sunday, concluding that President Donald Trump and members of his presidential campaign did not collude with Russia or try to stop Mueller's work.

But that hasn't stopped anti-Trumpers or Democrats from vowing to continue to investigate the president on numerous fronts. "Robert Mueller may have completed his report, but other investigations into President Trump are expected to carry on for months," National Public Radio (NPR) reported on Saturday before details of the Mueller report were released on Sunday. 

NPR reported, "At least eight federal criminal cases are ongoing. In Congress, the Senate intelligence committee has yet to complete its 2016 election interference investigation and issue a report, and multiple committees in the House have launched wide-ranging inquiries on multiple topics beyond the Russian interference issue." (Read more)

10. George Soros Spent $408k on Kim Foxx, Prosecutor in Jussie Smollett Case - Breitbart

Left-wing billionaire mega-donor George Soros donated $408,000 in 2016 to a super PAC that supported Cook County State's Attorney Kim Foxx, whose office prosecuted - and dropped - the Jussie Smollett case. In a shock announcement Tuesday, prosecutors dropped all 16 felony charges against the left-wing Hollywood actor, whom police had accused of faking a hate crime in January that he blamed on racist, homophobic white Trump supporters.

Soros has spent heavily on backing "progressive" candidates for local prosecutorial offices across the nation, following the rise of the Black Lives Matter movement in 2014, which alleged that black defendants have been treated unfairly by the justice system.

Foxx's office explained the decision to drop charges against Smollett by referring to his previous community service. The decision to drop the charges was officially made by Joe Magats, first assistant state's attorney. (Read more)

Both the Mueller Special Counsel report and the US Attorney General have flatly stated that neither President Donald Trump nor his campaign conspired with the Russians to influence the 2019 presidential campaign or committed obstruction of justice during the investigation. Yet Marxist Democrats continue to claim collusion (conspiracy) between Russia and Trump, and vow to continue their investigations at taxpayer expense. Maxine Waters (D-CA) told MSNBC, "This is not the end of anything." House Intel Committee Chairman Adam Schiff (D-CA) told "This Week" that "there is significant evidence of collusion." Waters said, "Those of us who chair these committees have a responsibility to continue with our oversight."

After one of the most costly "investigations" into a President in American history, both the Mueller Special Counsel and the US Attorney General determined that Trump and his campaign refused to collude even when offered by the Russians. Attorney General William Barr stated: "As noted above, the Special Counsel did not find that any U.S. person or Trump campaign official or associate conspired or knowingly coordinated with the IRA[sic: Internet Research Agency] (emphasis added)in its efforts, although the Special Counsel brought criminal charges against a number of Russian nationals and entities in connection with these activities. The second element involved the Russian government's efforts to conduct computer hacking operations designed to gather and disseminate information to influence the election.

"The Special Counsel found that Russian government actors successfully hacked into computers and obtained emails from persons affiliated with the Clinton campaign and Democratic Party organizations, and publicly disseminated those materials through various intermediaries, including WikiLeaks. Based on these activities, the Special Counsel brought criminal charges against a number of Russian military officers for conspiring to hack into computers in the United States for purposes of influencing the election. But as noted above, the Special Counsel did not find that the Trump campaign, or anyone associated with it, conspired or coordinated with the Russian government in these efforts,despite multiple offers from Russian-affiliated individuals to assist the Trump campaign. (emphasis added)"

These communist Democrats need to call it a day. But they won't. They are persistently attempting a coup. The Russians were cunning in trying to influence the presidential election with class warfare and other communist-era propaganda techniques. The Russians were not, however, as bad as the Clinton Campaign, the immediate past president, the Democratic National Committee and Senator John McCain (R-AZ) who conspired with false charges to cause a secret FISA Court investigation of a presidential candidate with the intent to remove him from office if he won. It's time to reverse the tables on the coup-makers. Proverbs 17:15 says, "He that justifies the wicked, and he that condemns the just, even they both are abomination to the LORD." They are abominations to the LORD AND to all of society.

In a powerful detour from political platitudes, the Israeli prime minister waxed Biblical, comparing the American president to Persian King Cyrus. 

"In the long sweep of Jewish history there have been a handful of proclamations by non-Jewish leaders on behalf of our people in our land: Cyrus the Great, the great Persian King, Lord Balfour, President Harry S. Truman, and President Donald J. Trump."

"And you, Mr. President, you've done it not once, but twice with your bold proclamation on Jerusalem, and your bold proclamation on the Golan.," he said. 

"On behalf of the people of Israel, thank you President Trump. Thank you for your leadership, thank you for your friendship, and thank you for all you have done to make the alliance between America and Israel stronger and greater than ever. Thank you, Mr. President."

3. Secretary of State Mike Pompeo in Israel: 'God May Have Raised Up Trump Like He Raised Up Esther' - CBN News

CBN's Chief Political Analyst David Brody and Middle East Bureau Chief Chris Mitchell sat down with Pompeo for an exclusive interview during his trip to Jerusalem. 

The announcement was music to the ears of Israeli Prime Minister Benjamin Netanyahu. 

"He did it again. First, he recognized Jerusalem as Israel's capital and moved the embassy here. Then he pulled out of the disastrous Iran treaty and re-imposed sanctions. But now he did something of equal historic importance: he recognized Israel's sovereignty over the Golan Heights," Netanyahu told reporters at a press conference.
Netanyahu called it a "Purim miracle," as Jews around the world celebrate how God saved them, through Esther from the evil Haman and the Persians. With modern-day Persians in Iran threatening them now and with President Trump boldly making moves in support of Israel, it begged for an obvious question. 

"Could it be that President Trump right now has been sort of raised for such a time as this, just like Queen Esther, to help save the Jewish people from the Iranian menace?" Mitchell asked Pompeo. 

"As a Christian, I certainly believe that's possible," he replied.

Woman's Prayer Closet Only Thing Left Standing After Tornado
Wipes Away Home


An Alabama woman's prayer closet was the only thing left standing after a tornado swept through her area and leveled her home. The unidentified woman's home was almost totally destroyed earlier this month after a devastating tornado hit Lee County.
Jason Smith, a volunteer with the Billy Graham Rapid Response Team, was on hand to help with those affected by the tornado and came across the woman's home with just her prayer closet intact. Smith posted images of the closet on Facebook, where they've gone viral. 

"Listen to me please. I just left a family who survived the tornado in this house and the only left standing is this closet. It's the grandmother's prayer closet, and the whole family survived. Are you kiddin me!!! My God is awesome!!!" he wrote in the caption with the photos.
The tornado is one of the deadliest to strike the U.S. in six years, according to officials. Twenty-three people were killed, including four children. (Inside Edition) Read more.
