Senators Unveil Amendment to Restrict Funding for Abortion Coverage in Bill

Amendment due for a vote either late today or tomorrow

In an effort to erect a wall between taxpayer dollars and abortion coverage, a group of bipartisan senators unveiled an amendment Monday that would place strict limitations on abortion as part of the Senate health care reform bill.

Democratic Sen. Ben Nelson, along with anti-abortion lawmakers in both parties, is pushing for an amendment to the current Senate health care bill that bars any private insurance company that gets federal money from covering abortions.

Nelson, a prominent anti-abortion Democrat, is calling for the Senate to adopt a measure that closely mirrors language in the House version of the bill, banning federally subsidized health insurance plans from covering abortion even if the procedures are paid for entirely with customers' premiums.

A new government insurance plan would also be barred from covering abortion except in limited cases under Nelson's proposal.

"As written, the Senate health care bill allows taxpayer dollars, directly and indirectly, to pay for insurance plans that cover abortion. Most Nebraskans, and Americans, do not favor using public funds to cover abortion and as a result this bill shouldn't open the door to do so," Nelson said Monday in a statement.

The Senate is expected to vote on Nelson's amendment by Tuesday. The measure appeared unlikely to gain the necessary 60 votes in the 100-member Senate, according to numerous lawmakers.

Republican Sen. Orrin Hatch of Utah, who is co- sponsoring the measure, called the language on abortion in the current Senate bill "very inadequate." "This is really one whopping, lousy bill," he said in an interview Monday with Fox News, adding that he does not think Democrats can score Republican votes on the legislation unless the abortion amendment is adopted.

Other sponsors of the amendment include senators Robert Casey, D-Penn., Sam Brownback, R-Kan., John Thune, R-S.D., Mike Enzi, R-Wyo., Tom Coburn, R- Okla., Mike Johanns, R-Neb., David Vitter, R-La. and John Barrasso, R-Wyo.

Nelson's amendment would restrict abortion coverage to cases of rape, incest or where the life of the mother is in danger. The Senate bill now would allow insurance plans operating in a new federally supervised health insurance marketplace to cover abortion, provided they use only funds from premiums paid by beneficiaries. Dear Prayer partners,

As many of you will have noticed the Swedish government, which now holds the rotating EU- presidency, is planning to issue a unilateral declaration on Tuesday in Brussels stating that East Jerusalem is to become the capital of a future Palestinian state. The document, in its current form would recognize a unilateral Palestinian declaration of statehood. In the meantime the EU will strengthen the Palestinian presence in East Jerusalem. The document states that "EU celebrations, commemorations and national or Europe day events are to be held in East Jerusalem". The European Coalition for Israel is planning its Europe Day event on May 9 in West Jerusalem together with Members of European Parliament, which interestingly enough, would then be in direct opposition to the EU declaration.

Without dwelling too much on the details of the non- paper (see internet links at the end of the text) or the consequences of such a decision we now call upon all friends of Israel to pray for the governments in Europe that God will raise up courageous men and women who could stop this proposal.

I came home from Brussels early this morning and everyone I spoke to says that this is a last desperat attempt from the Swedish government to put its mark on its EU-presidency by issuing this historical resolution. The implications of the resolution would be that EU in fact dictates the outcome of the Middle East process - by giving the Palestinian their own state and East Jerusalem as its capital - without having even brought the partners to the negotiating table. It would send a clear signal that the Palestinians do not have to live up to any of the pre-conditions for starting the peace process but that the EU and the international community can simply impose their (Palestinian) demands on the Israeli government.

Many of you may recall that I have expressed a sense of urgency during the time leading up to the Swedish EU-presidency. Sadly there were reasons to be worried. The last five months have been one of the worst periods in EU-Israeli relations in many years. This is very serious and we need to pray. The meeting takes place on Monday and Tuesday in Brussels but this week will be crucial as to the final outcome. Please pray for courage for every friend of Israel who are in government positions in a EU-member state to stand firm on God´s promises to the Jewish people regarding Jerusalem. If this resolution is passed there will be no way back - but if it fails the next EU-presidency of Spain will hardly try to re-introduce the idea.
